My China Visit: Observations and Insights

1. Context

In this article, I reflect on two major topics:

  1. Field observations from my participation in the Seminar on Agriculture Park Building and Management for Belt and Road Countries, organized by the Foreign Economic Cooperation Center (FECC) under the Ministry of Agriculture and Rural Affairs (MoARA) of the People's Republic of China, held from June 19 to July 2, 2025.

  2. My perspective on China's 15th Five-Year Plan (2026–2030).

Regarding the first topic, I received an official invitation from the Chinese government, facilitated by my colleague Mr. Kishor Shrestha. I was joined by Mr. Yadav Humagai, a PhD researcher focusing on agricultural policy capacity. This international seminar on agricultural park construction and management proved to be strategic and relevant for developing nations and Belt and Road Initiative (BRI) partner countries.

Driven by a desire to understand China's current development trajectory under MoARA's invitation, we traveled across various parts of China from June 17 to July 3. Having previously visited China in 2006 and 2019, I wanted to observe the progress made over the past six years firsthand and analyze the shifts since my earlier visits.

Over two weeks, I observed Chinese society through a comparative lens across time. I visited multiple universities and think tanks, engaging in discussions with scientists, young professionals, civil servants, professors, students, and international scholars. Our fieldwork spanned Beijing, Guangzhou, and key locations in the Xinjiang Uygur Autonomous Region—including Changji Prefecture, Lingong, Urumqi, and several industrial hubs—where we toured large-scale agricultural enterprises and participated in seminar sessions. Below are my observations, experiences, and key takeaways.

2. Understanding Modern China

China stands at the center of the global political, economic, technological, and strategic balance of power. Over the past four decades, its planned development model, state-centered long-term policymaking, and tight integration among research, technology, and industry have established it as the world's second-largest economy.

Massive domestic production capacity, state-of-the-art infrastructure development, high-level industrialization, and rapid expansion of the digital economy have positioned China not just as a manufacturing giant, but as a global hub for innovation. Financially, China holds vast foreign exchange reserves, a robust banking system, and strong international investment capacity, allowing it to play a decisive role in global development projects.

Technologically, China's advancements in artificial intelligence, green technology, digital platforms, telecommunications, and agricultural technology are reshaping global industrial and agricultural systems. Furthermore, through strategic frameworks like the Belt and Road Initiative (BRI), China continues to strengthen economic and physical connectivity across Asia, Africa, and Europe.

Key Geographic and Demographic Profile

  • Land Area: 9.6 million sq. km (~1/5 of the world's landmass), extending 5,200 km east-to-west and 5,500 km north-to-south.

  • Borders & Coastline: Shares 22,000 km of land borders with neighboring countries and has 18,000 km of coastline.

  • Population Distribution: Out of a population exceeding 1.41 billion, 96% live in the eastern and northeastern regions (covering 36% of total land area), while only 4% reside in the northwestern region (covering 64% of total land area). This stark imbalance is driven by fertile land, major urban centers, advanced infrastructure, and abundant employment opportunities in the northeast.

  • Terrain: ~33% mountains, ~34% hills/plateaus, and ~33% plains.

  • Natural Resources: China leads the world in reserves of tungsten, tin, rare earth elements (17 key elements), and tantalum. It ranks second globally in vanadium, molybdenum, and lithium; third in coal; fourth in zinc; fifth in iron ore, lead, gold, and silver; and eighth in oil reserves.

  • Agriculture & Demographics: China holds 7% of the world's arable land. The overall population density is 143 people per sq. km, but this varies wildly—exceeding 400 people per sq. km in coastal zones while dropping below 10 people per sq. km in western regions. The country recognizes 56 ethnic groups, with the Han majority comprising 92% of the population.

Administrative & Political Structure

While eight political parties exist in China, governance is led by the Communist Party of China (CPC).

Party structures parallel every government level—from the Central Committee, Politburo, Standing Committee, General Secretary, and Central Military Commission at the national level, down to committees at provincial, city, county, township, and village levels.

Other recognized democratic parties include:

  1. Revolutionary Committee of the Chinese Kuomintang

  2. China Democratic League

  3. China National Democratic Construction Association

  4. China Association for Promoting Democracy

  5. Chinese Peasants and Workers Democratic Party

  6. China Zhi Gong Party

  7. Jiusan Society

  8. Taiwan Democratic Self-Government League

Central state bodies include the National People's Congress (NPC), the Chinese People's Political Consultative Conference (CPPCC), the State Council, the Central Military Commission, the Supreme People's Court, and the Supreme People's Procuratorate.

Socio-Economic Evolution

China's governance history spans from the Huangdi (Yellow Emperor) era through the Qin (221–206 BC) and Han dynasties, progressing through the Sui, Tang, Song, Yuan, Ming, and Qing dynasties to the founding of the Republic of China in 1912 and the People's Republic of China (PRC) in 1949. Philosophically shaped by Confucianism and Taoism, modern China integrated Maoism into its governance framework.

Following the establishment of the PRC in 1949, early phases involved land reform, the Great Leap Forward, economic restructuring, the Cultural Revolution, and joining the United Nations. Premier Zhou Enlai introduced initial modernization framework concepts, which were later expanded into comprehensive economic reforms under Deng Xiaoping.

Phases of Poverty Alleviation & Development:

  • 1949–1977: Foundation laying and initial reform experiments.

  • 1978–1985: Centrally planned reform focus.

  • 1986–2000: Targeted rural poverty reduction programs.

  • 2001–2012: Accelerated rural poverty alleviation.

  • 2013–2020: Precision poverty alleviation campaign under the banner "Leave No One Behind."

During the precision poverty alleviation phase, the government focused on Two No-Worries (no worry about food or clothing) and Three Guarantees (guaranteed basic medical care, compulsory education, and safe housing).

Between 2013 and 2020, China spent 42.76 billion RMB in direct funds and 106.6 billion RMB in supplementary assistance programs, lifting 98.99 million people across 832 counties and 128,000 villages out of extreme poverty. This successfully eliminated absolute poverty nationwide—an achievement attributed to the mobilized leadership of the CPC.

Since 2021, China has shifted its policy focus from poverty alleviation to Rural Revitalization, aimed at addressing structural disparities between urban and rural areas, across regions, and across income groups. The target for 2035 is to achieve socialist modernization through comprehensive agricultural and rural transformation. Heading toward 2049—the centenary of the PRC—China aims to become a leading global power across economy, technology, defense, energy, and science under President Xi Jinping's leadership, with agriculture-driven poverty alleviation serving as a core foundation.

Modern Demographic Challenges

China's economic system blends CPC political authority with open market dynamics. Except for state ownership of land, individuals are free to accumulate private wealth and pursue modern lifestyles—a framework described as Socialism with Chinese Characteristics.

However, demographic shifts pose new challenges. Many young adults are delaying or opting out of marriage, and birth rates remain low. In 2023, China's birth rate dropped to 6.39 per 1,000 people. To counteract population decline, policymakers now offer state incentives and subsidies for families having two or more children. Furthermore, the traditional joint family system has largely yielded to nuclear households, creating a future demographic structure where a single child may eventually care for two parents and four grandparents.

3. Poverty Alleviation Through Agricultural Modernization

By focusing on modernization, commercialization, and mechanization, China reduced its absolute poverty rate from 122.38 million people in 2011 to zero in 2020.

The Agricultural Park Model

Since 2020, China has accelerated agricultural industrialization to bridge income gaps. This strategy relies on Agricultural Parks—integrated zones combining research, extension, production, processing, and trade within a single managed facility.

Key features of Chinese Agricultural Parks:

  • Large-Scale Mechanization: Single crops are cultivated across thousands of hectares using automated machinery for plowing, seeding, weeding, harvesting, and processing.

  • Precision Farming: Drones apply pesticides, while AI-managed irrigation and fertilization deliver precise nutrients directly to plant roots, improving input efficiency up to twenty-fold.

  • Integrated Support Structure: State governments provide long-term land leases, subsidized bank loans, robust infrastructure (roads, electricity, water), and export assistance. Universities and research institutes directly feed research outputs into park operations, with local CPC committee members coordinating inter-agency implementation.

Through the Belt and Road Initiative (BRI), China seeks to share these agricultural technologies globally. In the coming decade, farm management in China will increasingly shift from manual labor to automated, computer-driven monitoring.

Strategic Recommendations for Nepal

For Nepal, institutions such as NARC and the Agriculture and Forestry University (AFU) could build collaborative partnerships with the Chinese Academy of Agricultural Sciences (CAAS), MoARA, and Chinese agricultural universities (which number over 17 institutions alongside 1,551 research centers).

Nepal could adapt this model by establishing targeted Agricultural Parks across its ecological zones:

  • Terai Region: Food grain and crop-focused Agricultural Parks.

  • Hilly Region: Horticulture, fruit, and livestock-focused Parks.

  • High-Mountain Region: High-value niche product Parks suitable for alpine climates.

Chinese officials and enterprise representatives expressed interest in investing in and supporting the construction of such Agricultural Parks in Nepal.

4. Key Learnings and Relevance for Nepal

Nepal faces several structural challenges in its agricultural sector:

Practical Applications for Nepal

While Nepal cannot directly replicate China's model due to differing socio-political contexts, elements of China's agricultural park system can be adapted:

  1. Evidence-Based Policy Formation: Providing actionable policy inputs to government ministries using empirical research.

  2. Curricular Modernization: Updating academic coursework at institutions like AFU to focus on agricultural policy, precision farming, and modern supply-chain management.

  3. Institutional Collaboration: Expanding joint research, academic exchanges, and technical cooperation between Nepalese think tanks (e.g., Nepal Center for Contemporary Research - NCCR) and Chinese institutions like the Chinese Academy of Social Sciences (CASS).

5. China's 15th Five-Year Plan (2026–2030) and Opportunities for Nepal

The adoption of China's 15th Five-Year Plan (2026–2030) during the "Two Sessions" (CPPCC and NPC) in Beijing marks a strategic roadmap for China's next phase of development.

Core Features of the 15th Five-Year Plan:

  1. New Quality Productive Forces: Upgrading traditional industries using AI, big data, advanced semiconductors, and quantum computing. Data is officially classified as a key factor of production alongside land, labor, and capital.

  2. Green Transition & Climate Commitments: Target to peak carbon emissions before 2030 and achieve carbon neutrality by 2060, including a 17% reduction in carbon intensity over the plan's duration.

  3. Targeted Economic Growth: Sets an annual GDP growth target of 4.5% to 5.0%, backed by proactive fiscal policies to stimulate domestic production.

Strategic Roadmap for Nepal-China Cooperation

As Nepal and China celebrate 70 years of diplomatic relations (1955–2025), several avenues exist to align bilateral cooperation with China's 15th Five-Year Plan:

  • Agricultural Investment: Attracting Chinese public and private investment into Nepalese agricultural processing, cold-chain logistics, and technology transfer.

  • Think Tank & Academic Partnerships: Establishing joint research initiatives between Nepalese policy bodies, NCCR, and Chinese research academies (such as CASS and CAAS).

  • Cross-Border Infrastructure: Leveraging BRI frameworks to improve connectivity, energy transmission, and trade channels across the Himalayas.
